SCAM - THIS IS NOT UNLOCKED

I spent many hours setting up this phone. Ordered a whole new sim. Waited a week to get it. Only to find out that, unlike the TITLE OF THIS PRODUCT, it is locked to Verizon.Sidenote: locking phones should be illegal.
